The European Commission launched RAISE – the Resource for Artificial Intelligence Science in Europe – a revolutionary leap towards achieving AI-powered scientific discoveries. This virtual research institute is a flagship program within the framework of the Apply AI Strategy and aims to bring a research revolution across various disciplines. It has started the revolutionary change with the first €107 million investment through Horizon Europe to address the world’s most pressing challenges, right from cancer solutions to climate models.
Virtual institute pools European AI resources for breakthrough research
RAISE is a central hub of resources and not a conventional physical organization, combining computational power, data, and research talent and training programs within the member states of the EU and other private sectors. The project aims to ensure access to AI compute time through the European AI “Gigafactories.” This shall be supported with a Horizon Europe investment of €600 million.
The institute partners with the European High Performance Computing Joint Undertaking to ensure that there is availability and computing power for researchers to utilize. Apart from the computing power that researchers require, RAISE also works to ensure that scientists are able to gather and define large datasets, understand the key data gaps that exist, and aid talent recruitment globally.

Talent development programs improve the European AI research community
As a result of the pilot stage, a sum of €75 million will be used to finance the “Networks of Excellence and Doctoral Networks” that are focused on the training of AI researchers globally. RAISE will work on the development of effective AI models and the deployment of these models across various scientific disciplines, such as the life sciences and the humanities.
The importance of collaboration was also highlighted by the Executive Vice-President, Henna Virkkunen, who explained that RAISE would build a community that aims to foster excellence and address important challenges related to health, the environment, and other matters. RAISE places Europe at the cutting edge of AI and science and provides a compelling argument for why researchers should come to Europe.
RAISE will be phased because of the changing scientific and technological demands and will be coordinated with the European Commission to develop the final structure of the RAISE Institute within the framework of the European Union budget framework of the period of 2028-2034.
